The only possible way to use Dreamweaver 2017 on a High DPI display, at least on Windows, is with system DPI scaling ON and deal with the blurry texts and pixel. I've rebooted my machine and tried all the mundane little things I could think of. John Manlys answer works for Adobe CC as of the 2014 update. My resolution is 1920 x 1080, and I had zero issue with the previous installation of Dreamweaver CC.
